A parents guide to help their young offenders through their day in court

In all of the provinces of Canada, the Youth Criminal Justice Act (YCJA) is the body of law that establishes the procedures for youthful offenders. The YCJA covers young people who were between 12 and 17 years old when they committed the action of which they stand accused.

When a person in this age group breaks the law in Toronto, Ontario, the authorities will refer to YCJA to determine the appropriate handling of the charges. Following a number of progressive reforms throughout the last half of the 20th century, the police and the Ministry of the Attorney General make every effort to deal with these young people without initiating formal court proceedings, called "extrajudicial measures."

Those accused of very serious or violent crimes, many repeat offenders and youths that fail at the prescribed extrajudicial measures will be charged and go to court. If they are found guilty, the court will hand down a sentence that does not include the options available extra-judicially.

Extrajudicial measures

Throughout Ontario, it is the Ministry of Children and Youth Services that oversees the programs and services for young people who have been deemed acceptable for extrajudicial handling, or have been determined to be "at risk" of breaking the law by one or another public agency. The ministry's services are designed and applied with the intention of

* building safer communities and preventing crime,
* empowering young people to make better choices,
* confronting youths' issues to keep them from getting into trouble again, and
* holding them accountable for their choices and actions.

If your child is scheduled for a "day in court," it means you have already gone through an assessment by the police as well as the Ministry of the Attorney General (AG), the department that oversees the court processes for young people. Working closely with the Ministry of Community Safety and Correctional Services (CSCS), which oversees the police, the AG initially attempts to handle the youth's troubles outside of the formal court system.

It is not unheard of for some cases to be referred back to this phase even after a "day in court" has been scheduled, as Canadian juvenile justice is predicated on the belief that young offenders have wholly different needs and propensities than do adults.

This realization has prompted the Province of Ontario to provide young people with chances to take advantage of effective diversion programs before initiating court proceedings. These extrajudicial measures and sanctions are put into practice in schools throughout the province, bringing together the police, educators and community agencies address a range of youth issues and help troubled young people stay in school

Community and restorative programs

The young people in these extrajudicial programs are taught to take responsibility for their own actions and learn new skills for staying out of trouble. Specific diversionary actions might include

* counseling for behavioral issues and drug abuse,
* volunteering in the community,
* repairing, restoring or reimbursing for both damaged and stolen property,
* writing (and reading aloud) an apology, and
* taking anger management classes, if appropriate.

There are also "restorative justice programs" in which the youthful offender, his/her family, the victim(s) and community representatives assemble, under the supervision of trained facilitators, to discuss the offense, the harm it caused and ways to redress the wrong.

Additional community-based services include community service, probation, structured programs at designated Youth Intervention Centres and specialized mental health services. If your child is being considered for an extrajudicial or community-based diversionary approach, there will be guidance provided to you, as parents, so that you may effectively advocate for your child's best interests. These interests, of course, are foremost in the mind of the judicial officers and magistrates, as well.

Official court proceedings

If the informal extrajudicial measures are determined to be inappropriate for rehabilitating a particular youth accused of a crime, the authorities may choose to lay a charge against the young person. From this determination a number of steps ensue, which are your responsibility, as parents, to take with and for your child. Understanding your child's rights, your rights as parents and the general operations of the youth court system under the YCJA are essential for achieving justice.

Once a charge is laid, judicial system officials are charged with protecting the young person's rights at every step of the process. The first obligation is always to inform young persons of their right to counsel, and to contact the parents or guardians. The judicial process will then proceed through the following steps: first appearance, plea, trial and appeals processes. The YCJA also describes and defines the situations in which the court can summon the parents of the young person to appear, order a medical and/or psychological report on the accused you, place the young person with a child welfare agency and, perhaps most importantly, decide whether to release or detain the accused pending trial.

Various parts of the YCJA apply at various stages of the proceedings, even after the young person has been found either guilty or not guilty. For example, the right to an attorney is applicable through the young person's entire experience with the court system, as are rules regarding the medical or psychological assessments. Perhaps the best advice for parents with children facing charges in Toronto, or anywhere else in Canada, is to read through the YCJA themselves.

Judges will sentence a youth to custody if other measures are unsuccessful in deterring the criminal behavior. A custody sentence will be for a specified amount of time, and there are both "open" and "secure" custody arrangements. Youths do not go to prison, per se, but to custody residences located throughout the Ontario. When in custody, youths are required to participate in programs that offer education, life skills, cultural programs, emotional and addiction counseling, anger management and physical recreation.

If charges are, in fact, laid against your child, it is always a good idea to get up-to-date legal advice from a licensed attorney, and resist the notion of representing your child yourself. For extrajudicial and diversionary phases, you may not need (and, depending on the proceeding, the court may not even allow) an attorney by your side. However, it is a good idea to seek advice from one, anyway, so that you are fully aware of your own rights as parents, and of the options and alternatives available to you and your child under the laws of Canada, which aim at all times to be the most progressive, humane and effective in the world.

Courage Comes From Faith

Courage comes from trusting God. It can’t be mentally drummed up. It comes from believing what God says regardless of what the circumstances look like. Courage comes from faith!
Where does discouragement come from? From fear and unbelief. It comes when you listen to the devil’s lies about what God is not going to do for you.
As the people of God, you and I must shake off discouragement and rise up with courage! We must quit looking at our own abilities and failures and limitations and start looking to God. We must rise up in the Name of Jesus and the power of His Spirit and establish the kingdom of heaven upon earth.
If you’ve been discouraged lately, stop listening to Satan’s lies. Stop receiving evil reports. Whenever someone tells you God is not going to deliver you, you just tell them, “He’s already delivered me in the Name of Jesus.”
Once you begin to realize who you are and what you’ve been given by the power of God, you’ll quit letting the devil run all over you. God didn’t suggest that you be strong and courageous. That is His command!

The Self

Personality or self is no doubt centered in the physical organism. But there are valid grounds for believing that it is not identical with the body. That man is something more than his physical self, can easily be seen from the fact that whereas his body is continually changing, both in its inner structure as well as in its outward appearance, his self remains unchanged. What, then, is his real self? The answer is, the ego or "I" of whose real nature we know nothing except in so far as it expresses itself in its behavior or activities which are mediated by the body. Biology tells us that the human body is an organic structure, composed of millions of living cells which are continually changing. The moment a cell passes out of existence, it is replaced by a new one. In technical language, the process of catabolism is counterbalanced by the process of anabolism. Disintegration is quickly followed by re-integration. As a result of this, new cells are being produced and taking the place of older ones. Destruction and construction go side by side. The human body is, therefore, continually changing into a new one, so much so that it does not take more than three years, or seven as some believe, to renew itself completely. Now, if by "self" we mean the physical self, namely, the body which undergoes a complete change after every period of three or seven years, it necessarily follows that the individual too ceases to exist as often as his body does so. However improbable it may be, if man is equated with his body the conclusion is inescapable that he changes into a new individual every three or seven years. The practical consequences of such a view can be easily imagined.

Suppose A lends £10 to B. Consider that ‘A’ being a friend of ‘B’ waits patiently for several years, hoping that ‘B’ will pay back the money as soon as it is convenient for him to do so. When ‘A’ thinks that he had waited long enough, he demands payment. B, however, tells him that the two individuals between whom the said transaction took place have ceased to exist. A may insist that he remembers the transaction and that B is the same person who borrowed the money, but ‘B’ may emphatically maintain that he himself is not the person who borrowed the money and so is under no obligation to pay it back. It is obvious that if by "self" we mean the physical self, such absurd conclusions are inescapable. However seriously the scientist may assert that the physical self is transformed in a short period of time and hence we are not responsible for what we did before that period, nobody, not even the scientist himself, can accept this as a right principle of conduct. For, however the body may change; our personal identity is not affected thereby. We continue to be the same till the time of our death. The physical self, the body, might change but not the real self, the ego or the "I" which make me what I am.

The human self has the capacity to develop itself on the model of the Divine attributes. It then rises higher and higher in the scale of existence. It is a hard task and man should be perpetually on his guard against all that threatens, from within or without, to weaken and emasculate his self. Only the strong self can forge ahead towards the goal of self-realization.


A weak self can easily deviate from the right path. The restrictions which the Quran imposes on the individual are not designed to curb his freedom but to strengthen him and to stiffen his resistance to destructive forces, so that he may form a strong character and build up an enduring personality. Men of weak character often make good resolutions but seldom carry them out. The discipline of the Quranic way of life is intended to strengthen the self, so that it may successfully resist all forces which threaten its integrity, and remain steadfast in the pursuit of the good. In Holy Quran it is said that; People who proclaim that Allah Almighty alone is their Rabb (nourisher) and remain firm and steadfast in their commitment so much so that no power on earth can influence them otherwise, then the Malaika (the heavenly forces) will descend upon them (and strengthen them further - 33:43). The Malaika will say that have no fear, apprehension or grief but rejoice and receive the happy news of the blissful life of heavenly society that has been promised to you". (41:30)

Discipline hardens the ego. Rebuffs and disappointment call forth the best in it. Obstacles spur it on to more vigorous efforts. Such strong personalities can never suffer dissolution.

Receive Your Miracle



Romans 10:10
Do you need a miracle? Then believe it, confess it and receive it!
"Oh Gloria, I just don't know if I can do that."
Yes, you can! You've already done it once. When you made Jesus the Lord of your life, you believed, confessed and received the greatest miracle in the universe, the miracle of a reborn spirit! Every other miracle you receive will come in exactly the same way.
You start by simply believing what God's Word says concerning your area of need, by letting that Word change your heart and mind.
A lot of people try to skip that step. They try to believe for a miracle without spending enough time in the Word to change their hearts and minds. They just want to confess it with their mouths and have it instantly appear. But that won't happen. It's what we believe in our hearts and say with our mouths that we receive.
If you don't have enough faith yet to believe for the miracle you need, then you can get it. "Faith cometh by hearing, and hearing by the word of God" (Romans 10:17). So start filling the ears of your heart with the Word until faith for your miracle is born.
That's what the woman did who had the issue of blood. She believed in her heart that Jesus would heal her. Then she spoke her faith out loud. Then she acted on that faith--and she received her miracle.
It wasn't Jesus' decision. He didn't suddenly say, "You know, I think I'll work a miracle for that little lady today." No. She made it happen. She took her faith and drew on the power of God. That's why Jesus said, "Daughter, your faith has made you whole" (Matthew 9:22).
You have that same opportunity. God's power is always present everywhere. Your faith will bring it into your life, body or circumstances. So reach out to Jesus. Believe, confess and receive your miracle today.

Don't Serve the Problem




Isaiah 55:7

You can't win a victory as long as the problem is the biggest thing in your life!
The Lord woke me up to that fact a few years ago. At that time I was facing some difficulties in my ministry that seemed so big to me, I thought about them from morning till night. Even though I was standing against them, I was thinking more about those problems than about the scripture promises I was standing on.
Then I saw something in Matthew 6:24-25: "Ye cannot serve God and mammon. Therefore I say unto you, Take no thought for your life...."
I'd read that scripture hundreds of times, but that day I saw something I'd never noticed before. I saw that immediately after Jesus said, "No man can serve two masters," He said, "Take no thought." Suddenly it hit me: We serve our thoughts!
That's why Isaiah 55 says for us to forsake our thoughts, and by the Word, take God's thoughts. That's why 2 Corinthians 10:5 says to cast down thoughts that challenge the Word and bring into captivity every thought to the obedience of Christ.
Do you want deliverance from your problems today?
Then quit serving them! Quit allowing them to consume your thought life. And don't wait until circumstances change to do it. Instead, realize that circumstances won't ever change until you switch from wrong to right thinking.
I know that's not easy to do, especially in the midst of heavy darkness and trial. But you can do it if you'll do these three things:
First, remember you aren't alone. You have the Word (God's thoughts). You have the Holy Spirit to strengthen you and you have the mind of Christ.
Second, get around people who are full of faith. Instead of rehearsing your problem, let them do the talking. Make yourself listen. Join in with their faith and resist darkness.
Third, praise God. Do whatever it takes to make yourself praise. When you begin to praise, God's presence will turn back those worried thoughts and make them fall!
Your problems are not the biggest thing in your life. Jesus is. Serve Him with your thoughts and He will set you free!

Los Angeles Police Department --- Dash Cam and Body Cameras of On June 5, 2019, around 4:50 p.m., in the area of 150 N. Myers Street, officers assigned to Hollenbeck Area Gang Enforcement Detail conducted a traffic stop on a vehicle with tinted windows, a violation of 26708(a) of the Vehicle Code. A male passenger ran from the vehicle and the officers chased him on foot. The male, later identified as 27-year-old Jose Abel Iribe, was armed with a handgun. Iribe did not comply with the officers' commands, resulting in an officer-involved shooting. After being shot, Iribe threw the handgun over a fence, where detectives later recovered it.
 While the officers were attempting to take Iribe into custody, he continued to refuse to follow the officers' commands. A TASER was used and Iribe was taken into custody. He was transported to a local hospital where he received medical treatment for a gunshot wound. No officers were injured.

Rediscovering the Language of Values

A British acquaintance formerly in government recently observed that the world is lacking the language of values. He commented further on the need in his current profession for a revival of the terms of ethical discourse. He has been shocked at the inability of leaders of various kinds to apply such language to serious social issues.

Is it merely coincidence that right now a debate is developing in the United Kingdom over the reinvigoration of the traditional family and its responsibility for moral education and the instilling of values in the young? The societal shifts that have compromised the family unit over the past several decades have been blamed for the alienation and associated violence that is plaguing the country. Almost every day the news carries a story about a stabbing or shooting perpetrated by the young on those more vulnerable.

Discussing a particularly brutal attack by a gang of youths on a 50-year-old "best father anyone could wish for," a British detective startled the morning TV audience by admitting, "The police have lost control of the streets." His advice was that no one should resist young hooligans unless sure of overcoming them. Otherwise, he said, "they will kill you." He noted that the British must just get used to the idea that a vast social change for the worse is under way.

All this begs the question: What happened to the principle of treating others as we would want to be treated? It seems obvious that an increasingly materialistic, self-absorbed and morally ambivalent society is failing its children. Can there really be any doubt that without family-based moral teaching, anarchy is the natural outcome?

Opposing voices say the problem is not the lack of education in values and morality but rather the lack of shared wealth. If poverty can be overcome, they believe alienation and street violence will cease. It is both a familiar argument and a delusion that plays to the worst in human nature. And it deeply divides those concerned about social decline. But material possessions are not the ground of moral behavior. There are examples in societies the world over where the less privileged and their children hold on to fundamental human values. Physical wealth may elude them, but they experience the benefits of moral and ethical certainty. In contrast, many in the affluent nations have lost that perspective.

The present world order is dominated by the pursuit of materialism and violence. It is a system that is destined to fail in the absence of the language and practice of right values. In an apocalyptic overview of a violent world beset by false standards, the biblical author John records the anguish of grieving merchants who cry out that "in one hour such great riches came to nothing" (Revelation 18:17). Their trade is in every kind of luxury item, but ominously also in the "bodies and souls of men" (verse 13). It is a system based on the get principle rather than on generosity of spirit.

Jesus stood for very different values. He said, "Take care, and be on your guard against all covetousness, for one’s life does not consist in the abundance of his possessions" (Luke 12:15, English Standard Version). A lack of such goods does not lead to violence and alienation when right, godly values are in place. On the contrary, there is recognition that the Father will provide all that is necessary for life. Jesus spoke the language of right values and right priorities when He taught, "Seek first the kingdom of God and his righteousness [right values], and all these [material] things will be added to you" (Matthew 6:33, ESV).
